South African businesses have until 16 October 2026 to comment on SARS’s VAT Modernisation Consultation Paper, which outlines a future-facing approach to tax administration built around digital transaction data. The paper is a consultation document, not a final compliance rule, but it signals where finance, sales and operations processes may be heading.
SARS says the initiative is intended to connect the VAT value chain through tools such as e-invoices, an interoperability framework and e-reporting. It also refers to AI-enabled risk detection and analytics, with the longer-term possibility of SARS-led VAT auto-assessment. Read the SARS VAT Modernisation consultation information.
What the proposal means for business systems
The practical issue for smaller firms is not simply whether they use accounting software. It is whether information moves consistently from an enquiry or sale to an invoice, payment record and supporting documentation.
When customer details, order information and invoice references are spread across email threads, spreadsheets and individual devices, it becomes harder to confirm which transaction relates to which customer. It can also make follow-up slower when a finance query, customer question or missing document arises.
SARS’s proposed direction gives businesses a reason to examine the quality and structure of their own data before any future requirements are finalised. That means checking whether records use consistent customer names, contact details, invoice references, dates and transaction statuses.
Three useful steps before the consultation deadline
- Map the handover: document how a new enquiry becomes a quote, sale, invoice and payment follow-up.
- Reduce duplicate records: keep one shared record for each lead or customer instead of allowing separate lists to develop across sales and finance.
- Record ownership and next actions: make it clear who must request information, send a reminder or resolve an exception.
A shared CRM can support this operational layer by keeping leads and contacts together, assigning selected contacts to an opt-in invitation, and recording the relevant consent or subscriber status. It does not replace accounting or tax software, but it can reduce the manual handovers that cause customer and transaction information to become disconnected.
Reporting versus practical preparation
Reported fact: SARS is consulting on a modernised VAT administration model and has invited comments until 16 October 2026. The consultation page says the direction includes e-invoicing, e-reporting, interoperability and AI-enabled analytics.
Our analysis: businesses should not treat the consultation as proof that a specific new process is already compulsory. They can, however, use the discussion as a prompt to improve data discipline now. A consistent trail from enquiry to invoice makes customer follow-up easier today and may reduce the effort required to adapt if digital reporting expectations change later.
